Promote the construction of housing accessible to households with incomes at or below 120% of the area-wide median.

Enable individuals and families within this income bracket to enjoy a broader range of housing options within the County.

Addressing Critical Housing Gaps

Increase housing availability for public employees and workers facing challenges affording residences close to their workplaces.

Support County employers in overcoming labor shortages by offering accessible housing for skilled and semi-skilled workers.

Alleviating Traffic Congestion

Reduce commute distances for County employees, encouraging residency within Metro Station Policy Areas.

Mitigate traffic congestion by fostering a closer alignment between residence and workplace.

Defining Affordable Housing

While various factors influence housing affordability, income disparities, and rent increases stand out prominently in the rental market. The U.S. Department of Housing and Urban Development (HUD) defines affordable housing as when rent or mortgage costs do not exceed 30% of the household’s gross monthly income. In Raleigh, over 33% of households are labeled as “cost-burdened” or “severely cost-burdened,” spending 30% or more of their gross income on housing each month.

Addressing Income Disparities

HUD’s affordability benchmark is crucial for understanding housing challenges, especially for low- and moderate-income households.

Raleigh’s initiatives include homebuyer assistance, repair programs, and low-cost loans for housing developers to boost the supply of affordable rental units.
