Small Business Development Program
Step 1: Check Your Eligibility
We currently accept businesses in the following North Carolina cities/counties:
- Nash (must be outside of city limits)
- Edgecombe (must be outside of city limits)
- Halifax
- North Hampton
- Wilson
Use the link to verify if your address is in an eligible area according to USDA standards.

Instructions
Click on “Rural Business”.
Click on the first “Click Here for the Following Programs” under Rural Business Services.
Enter your complete address.
Click “Go”.
Check the map to see if your business is in an eligible area.
If your business is eligible, please proceed with the intake form.
Step 2: Fill Out the Intake Form
Complete the Intake Form to get started.
Step 3: Schedule Your Initial Consultation
After completing the intake form, you will receive an email within 24-48 hours inviting you to schedule your initial consultation. This will be a phone interview to better understand your business and needs.
Step 4: Begin Receiving Services
Once we have identified the needs of your business, we will reach out to our resource partners and start providing services. This process will take approximately 7-10 days.
Step 5: Stay Responsive
Please note that we reserve the right to withdraw you from the program if we begin service and there is no response from your business.
